Non-governmental diplomacy, different from public diplomacy that is established between different governments, is an important trend in diplomacy. Sometimes, non-governmental diplomacy arousing in broad spectrums including sports, culture, press, academia, civil organization, exerts more influence than the traditional public diplomacy. Explain a case of non-governmental diplomacy by giving a specific example and illustrate the meaning, the role and the development direction of the non-governmental diplomacy.

> Diplomacy has often been thought as a responsibility of the government, a tactic which should be skilled and proficient. However, nowadays, non-governmental diplomacy is uprising as one of the key issues among diplomacy. Rather than the governmental official diplomacy, it is currently increasing its bonds between countries, showing even more efficiency and public effects throughout the country. Then, why is “non-governmental diplomacy” more influential compared to governmental diplomacy and what activities are they recently in high interest?

 First, what is the main purpose of “non-governmental diplomacy”? The reason why non-governmental diplomacy is gaining weight around the world in mainly because of its purpose “harmony.” For years, most countries stressed for their own benefits, own properties. However, the non-governmental diplomacy seems to display different aspects of actually cooperating each other. Rather than fighting, this diplomacy tries to weaken its boundaries between countries. To give an example, sports can be a very effective method. During World-cup or Olympics, most of the people around the globe are highly interested in those games. They cheer for their country, and athletes. However nowadays, people aren’t only cheering for their own country but for other players. Few years ago, Republic of Korea was also cheering for African athletes, who came in the Sochi Olympic. They had no equipment or places to practice, but they overcame with their passion. Like this, sports can help nations to be a single community and this is what the non-governmental diplomacy is working for.

Eventually, non-governmental organizations like “Green Peace” is also influencing very largely in environmental issues. The showing of the destruction leads many countries to change their policies like reinforcing new forests.

Considering the historic or geographic context, the three Northeast Asian countries (Korea, China and Japan) are either cooperating or competing in diverse domain including politics, military affairs, economy and culture. All three governments desire to maintain a strategic cooperative relationship that flows through the past, the present and the future with one another. List as much Korea-China, Korea-Japan diplomatic issues that you know of and present describe response Korea can take towards China and Japan on respective issues.

> For more than hundreds of years, Korea, Japan and China has been in very close relationships among various aspects. And currently, with deterioration between the relations of East Asia, we are facing new challenges in finding a way to corporate for the future.

Then, what are the “hot potatoes” between 3 countries?

First, as we all know territorial problems. Not only the problem of Dokdo, China and Japan are facing a controversy because of Senkaku. Also, history is another issue. During World War II, and when Japan dominated Korea, Japan did things that humankind should never have done. For instance, 난징 massacre, 마루타, and even comfort women. They should give a clear response that they were wrong and compensate appropriately. However, Japan is refusing and changing their textbooks, creating “stories”. As a result, this attitude is influencing many parts of the relationship. Even economically, China is rather cooperating with Korea than Japan. So, what can be done by the Korean government?
