Non-governmental diplomacy, different from public diplomacy that is established between different governments, is an important trend in diplomacy. Sometimes, non-governmental diplomacy arousing in broad spectrums including sports, culture, press, academia, civil organization, exerts more influence than the traditional public diplomacy. Explain a case of non-governmental diplomacy by giving a specific example and illustrate the meaning, the role and the development direction of the non-governmental diplomacy.


> Globalization has been actively happening since the 15th century, when countries around the world started to get involved in international trade networks such as Subsaharan trade network and the Japan Ocean trade network. However, active global interaction was not free trade any difficulties. Many allies against each other during the first and the second world wars and European countries¡¯ mercantilism based policies made the rivalry between countries further. But, as time went by, the international communities began to cooperate and NGOs were formed. The meaning of NGO is that even common people, who are not government officials cooperate with people from other countries for solve international issues. And the role of NGO is raising awareness and solving the issues.


 International cooperation of female infanticide issue shows the role and meaning of NGOs. In 2013, Chinese government¡¯s forced abortion on women received global criticism. Under China¡¯s one child only policy and preference for boys, One Chinese woman was forcefully taken to a hospital and was forced to lose her unborn daughter. A non-governmental organization, all girls allowed, played an important role on notifying the international community about the seriousness of China¡¯s forced female child abortion problem. The member of the NGO, composed of women from America, Canada, China and many European countries, posted a picture of the depressed Chinese mother with an article encouraging the international community to be actively involved in abolishing the horrible practices of the Chinese government. Few months later, pressurized by global criticism, the Chinese government ended up compensating since of the mothers of daughters who were forcefully aborted. However, all girls allowed did not stop by satisfying in the government compensation. It is currently working to fatally eradicate the forced abortion practice, not only of girls in China, but in all over the world. The case shows that non-governmental organization¡¯s role is to notify the world of an international issue and draw the global society¡¯s attention to provide solution to the issue.


 Ebola treatment is also an issue in which NGOs are playing important rules. As the deadly Ebola Virus is victimizing over 10000 people not only in West Africa, but also in elsewhere in the world such as Spain and America, NGOs are training and providing doctors and nurses to Ebola affected areas currently, the international medical corps is recruiting doctors from all over the world to provide adequate treatment for Ebola patients in Guinea, Sierra Leone, and in other African countries. NGOs like Africa are fundraising for medical facilities and equipment in Africa. Therefore the role of NGO is not limited to only raising awareness about an issue. Many nations around the world also provide practical solution to global issues through NGOs. Considering those cases, NGOs will come more actively in the future, especially in the issues that the government too much time to come up with solutions and enact them.

Considering the historic or geographic context, the three Northeast Asian countries (Korea, China and Japan) are either cooperating or competing in diverse domain including politics, military affairs, economy and culture. All three governments desire to maintain a strategic cooperative relationship that flows through the past, the present and the future with one another. List as much Korea-China, Korea-Japan diplomatic issues that you know of and present describe response Korea can take towards China and Japan on respective issues.


> Although Korea, China, and Japan have been interacting actively throughout the history of the world, their relationships are not always without trouble. And the troublesome relationship continues until those days.
 Korea is currently having territorial and historical dispute with Japan. Although Dok-Do has clearly been a Korean Territory as it appears in many ancient maps, Japan is claiming the ownership fit. Among Japan¡¯s claims is that it did not return DokDo after Korea gained independence from it. Mentioning Japanese colonization of Korea, the right of Korea sexual slaves in Japanese army in 1940s is also a disputable issue. Although the Japanese government apologized for the issue, the Korea government still wants hearty apology from Japan.


Korea is also having disputes with China. Currently, Korea and China are cooperating to pass their FTA. But China, to protect its markets, excluded main export products from Korea, making the deal unfair for Korea. China and Korea are also having historical disputes, since China tries to claim a part of Korea is history, Kokureo, as a part of Chinese history.
